[IN THE NEWS] DOST-CAR holds nationwide Capacity Building Training for DOST Regional Offices

The important role of the DOST regional offices is increasingly recognized in influencing the research and development landscape of the country. Various initiatives and investments have already been undertaken by DOST Regional Offices such as actively promoting and implementing programs to beef up the local R&D activities in their respective regions in support of the DOST Secretary’s marching order “Science for the People” particularly the implementation of the Science for Change Program.

Among its programs is the establishment of the Regional Research, Development, and Innovation Council (RRDIC), which is mandated to coordinate and provide strategic policy directions and harmony on major R&D activities in the region, and to address gaps in R&D which are not currently covered by the existing R&D consortia. Several regional offices are also the Secretariat for the R&D consortia of DOST-PCIEERD and DOST-PCHRD.

For this reason, a nationwide virtual training program titled Capacity Building Programs on RDI for DOST Regional Offices was successfully conducted by DOST-CAR and DOST-MIMAROPA through DOST-Human Resource Development Program which started on September 1, 2020 and culminated on October 7, 2020.

This virtual training program was divided into 16 sessions - Luzon Regions schedule for AM Session and Visayas and Mindanao for PM Session. The program kicked-off with a warm Welcome Message from DOST CAR Regional Director, Dr. Nancy A. Bantog, followed by an engaging Opening Remarks from Usec. Brenda L. Nazareth-Manzano, Undersecretary for Regional Operations, and meaningful Inspirational Message from DOST Secretary Fortunato T. dela Peña wherein he emphasized the need to strengthen collaborative research and development in the region.

The program sessions engaged competent resource speakers from different sectors. From the DOST Councils, Ms. Grace F. Estillore of DOST- PCIEERD, Dr. Lilian G. Bondoc of DOST- PCAARRD, and Mr. Vincent H. Tumlos of DOST- PCHRD; from University of the Philippines – Diliman, Dr. Luis G. Sison; from Development Academy of the Philippines (DAP), Mr. Adrian Ramirez and Ms. Leanne Kym Jane Lozañes; and from The Institutes for Research, Innovation and Scholarship (IRIS)– include Dr. Napoleon K. Juanillo, Jr., Dr. Carlos Primo C. David, Dr. Isagani Padolina, Dr. Joanna Padolina, Dr. Raymond Girard Tan, Dr. Gonzalo Serafica, Dr. Eva Marie Cutiongco-De La Paz, Dr. Alex Brillantes, and Dr. Jinky Bornales.

The interactive sessions were filled with learnings which capacitated regional offices in implementing research, development, and innovation activities, particularly enabling the regions to identify R&D gaps needed thereby effectively prioritizing R&D implementation to address these gaps, and improve the skills of the regional staff in facilitating ideation activities. DOST MIMAROPA RD, Dr. Ma. Josefina P. Abilay, officially concluded the training program on October 7, 2020 by highlighting the importance of research, development and innovation in the progress of the Philippines
